Shift Scheduling Software in Sohar

Sohar's port and free zone run operations that genuinely do not stop. Process plants, terminals and logistics operators need someone on station at 3am on a public holiday exactly as much as at 10am on a Tuesday, and that changes what a schedule is for. You are not matching staff to a demand curve — the demand is flat and permanent, and the whole problem is the human cost of covering it.

That makes rest and rotation the centre of the schedule rather than a constraint bolted on afterwards. A rota that covers every hour but concentrates the nights on the same crew is not a working schedule; it is a resignation letter with a lead time.

Scheduling continuous operations

Continuous operations usually run on twelve-hour shifts with crews rotating between days and nights. The direction and speed of that rotation matter more than most schedules acknowledge: rotating forward, with enough recovery built in around each direction change, is the difference between a tired team and an unsafe one.

Minimum rest between shifts has to be enforced structurally, not trusted to whoever builds the rota. It is easy to produce a schedule where a late finish is followed by an early start and nobody notices until someone drives home at the end of it. A rule the software cannot violate is worth more than a rule everyone agrees with.

Fairness in a 24/7 operation is measured over months, not weeks. Nights, weekends and public holidays cannot be balanced inside a single seven-day window — there simply are not enough of them. What matters is the running total: who has carried how many nights since the start of the quarter, and whether the next cycle corrects it.

Sectors we see most in Sohar

Port and terminal operations

Continuous 24/7 cover on rotating crews, with vessel schedules driving surges on top of the baseline.

Baseline coverage plus unpredictable surges, while keeping rest rules intact. Overtime is the usual release valve, and it is the expensive one.

Industrial and process operations

Fixed crew rotations across days and nights, with handover coverage at every changeover and specific certifications required on each shift.

Certified roles must be present on every single shift, including nights and holidays, which is a far tighter constraint than total headcount.

Logistics, warehousing and support services

Extended or continuous hours, a mix of direct and contracted staff, and demand that follows the industrial customers rather than the public.

Two workforces with different rules on one schedule, and a manager who needs one view of both.

A worked example

A Sohar logistics operator scheduling a four-week cycle across continuous cover:

  • Two twelve-hour shifts a day, every day, each needing one certified supervisor and four operators.
  • Twenty-six staff across four crews; nine hold the supervisor certification.
  • House rules: minimum 11 hours between shifts, maximum five consecutive working days, and forward rotation only.
  • Historical fairness enabled, so night counts from the previous cycle carry into this one.
Jadwala covers all 56 shifts with a certified supervisor on every one, honours the rest and consecutive-day limits as hard rules, and equalises night and weekend load across the twenty-six — counting the nights each person already worked in the previous cycle, so the imbalance corrects itself instead of compounding.

Working within Oman's Labour Law

In continuous operations the rest rules are the compliance surface that matters. Weekly rest, minimum hours between shifts and limits on consecutive working days are configured once as rules on the cycle, and the optimizer treats them as constraints it cannot break — not as targets it tries to hit. Oman's Labour Law (Royal Decree 53/2023) also reduces daily working hours for fasting employees during Ramadan, configured the same way.

This is not legal advice, and Jadwala is not a compliance product. Check the current regulations for your own situation; the guarantee the software makes is narrower and more useful — the rules you configure are enforced, and every rule it could not satisfy is reported back to you explicitly after each run.

Questions from Sohar managers

Can Jadwala enforce minimum rest between shifts?

Yes, as a hard rule. Set the minimum hours once and the optimizer will not produce a schedule that breaks it. If your coverage requirements make the rule impossible to satisfy, it tells you that rather than quietly violating it.

Does it balance night shifts fairly across crews?

Yes, and over the long run rather than within a single week. Night, weekend and total-hours load are all balanced across staff, and enabling historical fairness carries each person's counts forward from previous cycles so imbalances correct instead of accumulating.

Can we require a certified person on every shift?

Yes. Certifications are modelled as roles, and coverage is defined per role — a shift needing one certified supervisor is not counted as covered until a qualified person is assigned to it.

Can we schedule contracted and direct staff together?

Yes. Both are enrolled in the same cycle, and per-role rules let you apply different limits to each group while still seeing one schedule.
